The Comprehensive Plan (PDF) is the county's strategic plan to guide growth and development in the future. The plan was updated in 2013. The plan includes:
- An inventory of the county's assets, such as land, natural resources, transportation corridors, and demographics
- An inventory of challenges and future opportunities
- Future goals and objectives for the county
- Identification of the means necessary to accomplish the future goals and objective
