Mille Lacs County has funds available for low-income grants to upgrade non-compliant subsurface sewage treatment systems (SSTS). This funding is provided by the Minnesota Pollution Control Agency (MPCA) through the Clean Water, Land and Legacy Amendment. The goal of this funding is to protect groundwater and surface water from impacts resulting from the improper design and/or operation of SSTS. This program is available to households that meet USDA low-income limits for the replacement of noncompliant SSTS. Funding will be allocated on a first-come, first-served, basis. Funding amounts vary between 50% and 75% of SSTS replacement cost, dependent on income levels.

Applications will be scored based on the state and severity of the non-compliant system. The goal of this program is to protect groundwater and surface water from impacts resulting from the improper design and/or operation of SSTS. The AgBMP Loan Program provides financing at below-market interest rates. This funding can be utilized for a number of water quality improvement projects, including new and replacement SSTS, in addition to feedlot improvements, shoreland stabilization, and wells.
